Jesse Vincent edbb62e50f chore: remove dead lib/skills-core.js and its tests ...

Last consumer (Codex bootstrap CLI) was removed on 2026-02-05.
Removes the library, its dedicated test file, and references
in test-plugin-loading.sh and run-tests.sh.
