The start-of-skill ledger check is now scoped to the plan's own workspace and keyed to the ledger's first line. Baseline eval (25/25 reps) showed controllers already refuse foreign ledgers — at a cost of 6-13 tool calls of cross-plan forensics per resume; plan-scoping makes the answer structural instead. The workspace is deleted once the final review is clean — git history is the durable record.
