Closes HH-708

The upstream Blink font spoofing path maps target Windows/macOS fonts through a Linux host-font table, but the image only shipped four font families. Install the Ubuntu packages backing that table and lock the package set in the existing check script.

Validation:

./tests/check.sh
image build for Chromium 148.0.7778.215
headed Xvfb/CDP smoke tests: Windows probe 2/29 -> 22/29; macOS probe 24/38
installed font families 4 -> 239
