Closes HH-723

Summary:

  • add a Gitea-only test and container build workflow
  • keep GHCR publishing isolated to GitHub Actions
  • enforce workflow separation and pinned actions in the contract test

Tests:

  • ./scripts/test.sh (73.8% coverage)
  • ./tests/container-smoke.sh
