Closes HH-685

Select ghcr.io for GitHub Actions and git.ipao.vip for Gitea Actions in both image workflows.

Validation:

  • workflow YAML and publishing-path assertions passed
  • root and bridge-proxy Docker images built locally
  • bridge-proxy go test ./... passed
  • root go test ./... has 4 pre-existing filter/handler failures unrelated to this workflow-only diff
